(Junior) Reporting Officer

The term of this contract will be 4 years
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Purpose
The remit of the recently created Mandate Management Department includes the facilitation of consistency in mandate development and life-cycle management processes, for both new and existing mandates, and the provision of high value added to operational Departments, Senior Management and to other Directorates implicated by expected growth in mandate activity, notably via enhanced reporting on mandates and other contractual obligations. Initially, this also comprises the proposal and development of appropriate tools, methodologies, policies and procedures, covering the mandate lifecycle, thereby promoting a collaborative and constructive approach and developing synergies across mandates. These outputs will have to be maintained and further refined based on lessons learned.
The (Junior) Reporting Officer will fulfil all regular and ad-hoc monitoring and reporting functions related to European Fund for Strategic Investments (EFSI) implementation, as well their integration in a coherent mandate management framework, which will be developed along consistent lines with other similar mandates/initiatives and cover all stages of the mandate lifecycle. He/she will contribute to the monitoring of the business plan implementation and operational and financial performance of EFSI and other mandates, and will maintain an internal control function for the Mandate framework. He/she will in addition provide analytical support to EFSI/Mandate policy-related discussions and support the strategic use of reporting, and will contribute to the design and monitoring of IT-related tasks to allow adequate support EFSI/Mandate requirements.
Operating Network
The selected candidate will report directly to the Head of Division until potentially an EFSI Monitoring and Reporting Unit is established, at which point he/she will report to a Head of Unit. He/she will work in close co-operation with the other members of the Department, in particular with colleagues providing expertise on EFSI policy, colleagues dealing with EFSI mandate management and colleagues carrying out similar tasks for other risk-sharing mandates. He/she will regularly cooperate with other Ops staff, in particular with those in the other horizontal Departments, such as Operations Support (OSD), as well as with colleagues across Operations, and in other Directorates, working on mandate/partnership related activities. He/she may also be involved in monitoring and reporting related discussions with the European Commission and EFSI governing bodies.
Accountabilities
- Contribute, in close coordination with relevant Departments, to the creation of a reporting framework (including data management, procedures, templates) enabling the Bank to meet its bi-annual reporting obligations to EC / Court of Auditors, and annual reporting obligations to European Parliament,
- Produce the above mentioned reports, alongside other internal management and external reporting and monitoring tasks, relating to EFSI, on both a regular and an ad-hoc basis.
- Contribute to evaluations of EFSI as foreseen in relevant regulations
- Contribute first line analytical support to EFSI/Mandate policy related discussions
- Support the monitoring of EFSI business plan implementation and of KPI / KMI performance, in close cooperation with other Departments
- Support the monitoring of the EFSI portfolio risk profile
- Collaborate with RM on risk/revenue sharing
- Propose further optimisations to the Mandate-related monitoring and reporting framework, including data capture and quality assurance, processes and procedures
- Support the development and maintenance of an internal control framework and verification strategy and perform regularly the respective reporting.
- Cooperate, c ross-functionally, with other reporting officers in the Division and with the corresponding Mandate Officers.
- Perform day-to-day reporting requests from internal and external stakeholders.
- Support in the regular presentation material to the EFSI Steering Board.
- Ensure mandate specific data quality.
