Program Officer – World Health Organization (WHO)

logo-world-health-oranization-whoThe mission of Evaluation Office (EVL) is to contribute to establishing a culture of evaluation at all levels of the Organization, so that evaluation plays a critical role in WHO in improving performance, increasing accountability for results, and promoting organizational learning.
The Program officer will support the DG Representative for Evaluation and Organizational Learning in managing EVL as the independent evaluation function of the organization. Working independently, under the overall guidance of the DG Representative, and in close collaboration with a broad range of staff, provides management support (budget, finance and human resources) for program planning and work plan implementation. Furthermore the incumbent will have a critical role in ensuring quality and accuracy of EVL documentation internally (to Governing bodies and in-house) and externally (EVL reports, Website, Request for Proposal’s (RfPs) etc.). Evaluation Office is the focal point for Joint Inspection Unit (JIU) and other external assessments, and the incumbent will provide the administrative support to this function.

Description of duties:
1) Support DG Representative in the management of the Evaluation Office.
2) Prepare briefing relevant for decision making, create innovative approaches for integrated monitoring of finance, human resources and work planning for the program as a whole.
3) Coordinate budget, HR and work plan management and performance assessment of the program in close collaboration with departmental and cluster focal points.
4) Identify and promote improvements to EVL working practices to augment effective program implementation.
5) Produce executive summaries of evaluation reports in English and French.
6) Ensure quality and accuracy of EVL documentation both for internal audience (to Governing bodies and in-house) and externally (EVL reports, Website, RfPs etc.).
7) Provide administrative support to the JIU/ external assessments liaison function, in particular to work closely with relevant partners in HQ, regional Offices and country offices for the preparation of the assessments and secretariat inputs.

Education:
Essential: First level degree in one of the health, social sciences or natural sciences, or another field relevant to the demands of the position.Desirable: Master’s degree in Public Health or related subject would be an asset.

Skills:
– Demonstrated knowledge of program management principles, administrative and financial practices and their application within WHO.
– Ability to act independently and exercise sound judgment.
– High level organizational and analytic skills, combined with good writing and editing skills for preparing reports and other documents.
– Proven ability to establish and maintain good interpersonal working relations and to work with competing priorities under pressure.
– Computer literacy: word processing, spreadsheet and presentation software.

Experience:
Essential: Minimum Five years’ relevant experience in administration and program management.
Experience in WHO is essential to have a solid knowledge of its financial and administrative rules and procedures as related to the work, and good familiarity with GSM and its use.
Experience in drafting and editing governing bodies documents and WHO publications.
