Core Functions / Responsibilities:
Under the direct supervision of the Chief of Mission, the incumbent will have the following duties and responsibilities, always keeping in mind that his/her main objective is to enhance the visibility and promotion of IOM’s activities worldwide and in particular in Belgium and Luxembourg.
Information and communication
- Supervise, coordinate and directly monitor the work of 2 staff under the Information and Communication Unit; support and guide IOM staff relating to IOM corporate and branding tools/materials and to the organization of events, in view of promoting the highest visibility of IOM’s activities and projects;
- Act as Media Focal Point for the Country Office, oversee, support and follow-up press requests, in coordination with the Media and Communications Division in Geneva (MCD) and RO Brussels;
- Liaise with the media in Belgium and Luxembourg and keep them up-to-date on IOM’s activities, via the organization of bilateral meetings, press briefings and regular sending of IOM updates such as IOM Press Briefing Notes; follow-up daily and weekly press reviews of migration-related matters at the Belgian and Luxemburgish levels;
- Act as awareness raising campaign’s focal point for the Country Office and provide support and advice to MCD when necessary;
- Manage social media accounts and website of the Country Office and coordinate timely updates;
- Maintain and develop strong contacts and liaison with the relevant partners, including the management and follow-up of partnership contracts, and IOM missions for the smooth implementation of information and communication-related projects implemented by the Country Office;
- Develop and disseminate information materials among partners and via the relevant websites and newsletters;
- Produce progress and periodical implementation reports for donors relevant to the projects activities; provide relevant information and advice to the Chief of Mission for the compilation of reports, the preparation of media interviews and meetings;
- Organize meetings, seminars and visibility events according to the instructions/plan of action of information and communication-related projects;
- Represent IOM on seminars and meetings as required, as well as other events aimed at promoting IOM’s image and activities;
- Coordinate the drafting, design and printing of the CO Year Report; produce the quarterly CO newsletter informing on activities and new developments linked to CO projects;
Strategy and planning
- Develop an information and communication strategy and plan of action for the Country Office;
- Keep the Chief of Mission updated and advise on any new opportunities identified and factual information gathered during the implementation of projects;
- Provide and develop adequate policy and operational responses;
- Support new project submissions related to information and communication activities;
- Develop new information and communication-related projects and programmes; propose and recommend new avenues of cooperation with external stakeholders;
- Any other tasks as may be required.

Technical
a) Drives and fosters understanding of Media and Communications concepts amongst key personnel in IOM;
b) Correctly and effectively applies knowledge of traditional and social media;
c) Interfaces across units and departments within IOM to extract relevant information
Required Qualifications and Experience:
- Master Degree in Social Science, Law, International Relations, Journalism or another related field with minimum two years of relevant professional experience;
- Bachelor degree in the above fields with minimum four years of relevant professional experience;
- Experience in journalism and/or working with the media;
- Solid/Demonstrated experience in drafting policy documents and concept papers and/or developing institutional strategic documents;
- Familiarity with international organizations;
- Experience in migration related issues;
- Knowledge of graphic design, web, social media and video production;
- Advanced linguistic abilities, including writing and editing in English, French and Dutch;
- Strong communication, presentation and interpersonal skills as well as strong strategic and creative thinking;
- Experience in supervising staff is desirable;
Languages
Fluency in oral and written English, French and Dutch is required. Knowledge of Spanish is an asset.
