This is a half-time, extra-budgetary position. The contract is issued for an approximate period of one year, extension of the contract is subject to availability of extra-budgetary funds.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 57 participating States in accordance with the ODIHR’s political mandate. Among the ODIHR’s main fields of activity are election observation as well as a large number of assistance projects in the areas of democratic institution building, the rule of law and human rights.
The incumbent works under the direct supervision of the Chief of the Legislative Support Unit and performs technical assistance tasks for the supervisor and for the unit’s professional staff within the Democratization Department.

Tasks and Responsibilities
Under the direct supervision of the Chief of the Legislative Support Unit, Democratization Department, the incumbent performs the following duties:
• Assist with the maintenance of ODIHR’s online legislative database (www.legislationline.org);
• Research, collect and upload legal data (legislation, case-law, international instruments and documents, ODIHR legal reviews and reports etc.) and regularly update uploaded legal data in all fields pertaining to the Human Dimension;
• Explain and assist with the technical details of providing data for the web-site; verify the accuracy of this data and relevance to the planned location on the web-site;
• Collect, compile, format, and process all laws, including constitutional texts, criminal codes, criminal procedure codes and post them in the country and thematic sections of the web-site;
• Identify, check and maintain internal and external links on the site;
• Raise awareness of www.legislationline.org and its contents on a regular basis;
• Assess the impact of www.legislationline.org on a regular basis, and develops tools and systems to enhance impact;
• Maintain and seek to develop networks for the sharing of information about new legislation, within ODIHR and the OSCE (including field operations), and externally with universities, libraries, NGOs, international organizations and agencies, and other legislative databases;
• Assist in conceptualizing various technical improvements to the web-site;
• Work with ODIHR IT and outside web developers in order to implement the developments;
• Provide information to professional staff and other interested persons on the legal texts available on the site;
• Perform other duties as required.
Necessary Qualifications
• Completed secondary education. Additional training in law, international relations, human rights or other relevant domain would be an asset;
• Four years of related work experience. Experience working for international organisations or non-governmental organizations, and knowledge of human rights standards desirable. Experience in research of human rights, ideally involving legal documents, would be an asset;
• Ability to work with various computer programs used in web development. Experience in working with content management systems and with Google Analytics would be an asset. Word processing skills are essential;
• Good research skills;
• Experience in organizing and participating in promotional activities would be an asset;
• Excellent command of English. Knowledge of other OSCE languages, in particular Russian, highly desirable;
• Ability to work independently;
• Well-developed communication skills;
• Accuracy in the performance of duties is essential.
Remuneration Package
Monthly remuneration, subject to social security deductions, is approximately PLN 3,400. OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 45 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee’s salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.
