OBJECTIVES OF THE PROGRAMME :
WHO’s presence in Brussels aims to contribute to further advance and enrich the WHO strategic partnership with the EU. The WHO Brussels office’s roles are mainly (but not exclusively) to –
i) Monitor EU-related policies, strategies, initiatives, programs and interventions and disseminate related information within WHO.
ii) Facilitate working relations between WHO experts and EU institutions staff and through this help shape up the health related Brussels debates, focusing specifically on health systems.
iii) Identify opportunities for improving the cooperation at the global, regional and country levels.
iv) Defend, maintain and enhance the WHO corporate image, work and reputation in the EU context and ensure the visibility of WHO’s work and products.
v) Promote WHO health priorities and policies towards EU institutions and Brussels-based stakeholders.
All these activities are done within the framework of the EU role in global health and health-related dimension of its external and internal policies.
Description of duties:
Under the supervision of WHO Representative to the European Union (WEU) the incumbent:
1. Represents and acts on behalf of the Head of the WEU when required;
2. Leads the relevant WEU activities with European institutions and other relevant stakeholders on health, and health systems;
3. Presents and promotes WHO policies and programmes in relations with European Union Institutions (particularly with the European Commission and European Parliament);
4. Monitors, analyzes and reports on the policies, programmes and positions of the European Institutions legislation of the European Institutions relevant for global health agenda;
5. Leads collaboration with the network of permanent representation offices present in Brussels to ensure dialogue and promote and advocate on WHO policies and programmes;
6. Supports participation in EU technical work in coordination with HQ and regional offices, on health and health -related issues with emphasis on health system strengthening;
7. Maintains close cooperation with WHO headquarters and Regional Offices with regard to on-going and potential cooperation with the European Institutions.
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree (Master’s level) in medicine and/or public health or relevant social science field from a recognized university.
Skills:
Essential:
The incumbent needs to have strong networking and diplomatic skills. H/she should have a sound knowledge of EU, its structure and policy forming process. Knowledge of global health and inter-relationships between health and EU Policies is an asset.
Other skills: Computer skills in writing including PowerPoint presentations.
Competencies required –
1) Promoting WHO’s position in health leadership – The incumbent is competent to provide state of the art technical inputs in health and health related issues at the European Union institutions in line with WHO Global Programme of Work (GPW), relevant policies and resolutions. H/She is resourceful and evidence-based oriented and promote WHO’s leadership position in health in the context of EU policy formulation.
2) Communicating in a credible and effective way –
he incumbent needs to communicate with policy and decision makers of EU partner institutions in an effective way, possessing strong written and oral communication skills, including competency in public speaking as well as strong diplomatic and negotiating skills.
3) Building & promoting partnerships across the Organization – The incumbent has the capacity to maintain and expand WHO network with the stakeholders involved in the EU work. He/she is competent to liaise effectively with different levels of WHO and diverse divisions and programmes across the Organization. The incumbent seeks to understand and promotes synergies between the work produced in WHO and the work of external partners to improve organizational success.
4) Driving WHO to a successful future – The incumbent demonstrates an excellent understanding of the complex interrelations of factors within EU and beyond which impact on international public health in order to implement WHO policies.
5) Moving forward in a changing environment – The incumbent needs to adapt to an evolving EU context (e.g. the Lisbon Treaty application, new EU Budget 2014-2020, among others) as well as within the UN Brussels Team constantly evolving context (food crisis-economic crisis-climate change,etc.).
Experience:
Essential:
Minimum of ten years of relevant experience in public health and/or health systems and/or health and development sector and in building partnerships; including at least 5 years at international level.
Desirable:
Considerable experience of public health in both Europe and other WHO Regions including developing countries.
Languages:
Essential:
A very good command of the English language and knowledge of another WHO official language and/or EURO official language.
Desirable:
Knowledge of French would be an asset.
