Context:
RO Brussels Migrant Assistance Unit aims to provide a coherent response to the needs of migrants, states, and civil society to ensure that migrants in needs of assistance receive both case-specific and sustainable assistance. Beneficiaries include asylum seekers, stranded migrants, migrants with health concerns, migrants who were victims of trafficking, exploitation, or other forms of abuse, as well as those considered highly vulnerable to such abuse, such as unaccompanied migrant children.
Within this Unit, the Assisted Voluntary Return and Reintegration sector (AVRR) oversees EEA regional activities directed at setting up and/or strengthening assisted voluntary return and reintegration frameworks in host countries. This involves the provision of capacity building to governmental and non-governmental actors to improve quality of assistance for migrants in need of return assistance as well as to strengthen reception capacities in countries of origin.
Within the MAD Unit, the Assisted Voluntary Return and Reintegration Thematic Officer (AVRR-TO) – contributes to monitor and analyze regional thematic trends. S/He supports development/review and endorsement of projects related to his/her thematic area of expertise in the European Economic Area region. The AVRR-TO, under the direct supervision of the Senior AVRR RTS and in coordination with Migrant Assistance Division (MAD) in Headquarters, contributes to efforts supporting RO Brussels’ liaison work with the EU Institutions and EU Member States on IOM policies and activities in the specific thematic area.
The AVRR – TO actively contributes to and support the work of the Migrant Assistance Unit including on areas related to Human Trafficking and Unaccompanied Migrant Children.
In particular, s/he will perform the following duties:
Core Functions / Responsibilities:
- In coordination and with the support of the Senior AVRR RTS, gather information and best practices on direct assistance, voluntary return and reintegration in the EEA Region, and analyze these with a view to assisting the PPS-Division in the formulation of policy and guidance documents and in the implementation of its strategic plan;
- Assist in identifying return trends in the EEA and analyze research and assessments as a means of leading to the identification of new projects;
- Assist in drafting policy papers, reports, internal guidance notes and regional project proposals in the area of AVRR;
- In coordination and with the support of the Senior AVRR RTS, support to maintain regular liaison with EU institutions and EU MSs, international, governmental and non-governmental partners, and to formulate guidance to the IOM Country Offices on partner and donor priorities, preferences and regional synergies in the field of AVRR;
- Assist in liaison with the AVRR focal points in the Region in developing projects linked to assisted voluntary return and reintegration, and assist the review of proposals or papers prepared by the colleagues in the field;
- In coordination and with the support of the Senior AVRR RTS, assist in the preparation of IOM responses/submissions to the EC’s centralized call for proposals and tenders in compliance with the EC administrative, legal and procedural requirements;
- As delegated, assist in review, endorse, and track project proposals developed by COs in the region, and provide regular updates to the concerned RO and HQ Divisions on projects endorsed according to the procedures specified in the IOM Project Handbook.
- As delegated, assist in review and endorse narrative donor reports submitted by COs, according to the procedures specified in the IOM Project Handbook;
- Assist the Division in the preparation of publications linked to AVRR, including the preparation of general and specific information on program activities as requested (internally/externally);
- Provide support in the preparation of the AVRR team’s annual contributions to various institutional reports including the Director General’s Report and the Migration Initiatives;
- Assist in the preparation of training materials, briefing notes and background papers;
- Support the development and conceptualization of data collection with regards to AVRR in collaboration with the RTS, concerned Country Offices, relevant ROs and HQ. Deliver (progress) reports in such a way that quantitative and qualitative objectives can be monitored;
- As delegated, actively participate in conferences, workshops and meetings related to the thematic area of expertise, as required by the Senior AVRR RTS or the Head of Division;
- Undertake duty travel, as necessary;
- Perform other duties as may be assigned.
Required Qualifications and Experience
Education
- Master’s degree Political or Social Science, International Studies or another relevant field from an accredited institution ; OR
- Bachelor degree in the above fields with 2 years of relevant professional experience in an international environment.
Experience
- Minimum 2 years of relevant professional experience in an international environment is highly desirable;
- Strong and demonstrated knowledge on Migration issues, particularly on Assisted Voluntary Return & Reintegration is a requirement;
- Strong knowledge of EU migration policies, financial instruments, institutions and decision-making mechanisms and funding opportunities is a requirement;
- Demonstrated experience in project development and implementation in an international environment is an advantage;
- Knowledge and experience of policy development and research is an advantage;
- Strong analytical thinking, organizational, and communication skills is an advantage;
- Ability to work independently against tight deadlines is considered as an advantage;
- Excellent written and editing skills is a requirement.
Languages
Fluency in English and French is required. Knowledge of Spanish and of any other EU language is an advantage.
