The following is a call to carry out a consultancy for the International Organization for Migration (IOM) in the framework of the project funded by the European Union: ‘Guidelines on Mainstreaming Migration into International Cooperation and Development Policy’. Under this project, IOM has been contracted by the European Commission to contribute to effective mainstreaming of migration into international cooperation by (i) developing guidelines and training for mainstreaming migration into international cooperation and development and (ii) piloting these guidelines in three partner countries.
The selected consultant will be responsible for carrying out Activity 1.1 of the project: “Assess the existing EU and other donor approaches to mainstreaming migration into international development and dialogue with partner countries, and identify the most relevant development sectors.”
Background
The concept of migration mainstreaming is not new, but has evolved rapidly over the last decade. As early as 2005, the Global Commission on International Migration recommended integrating migration into development plans to improve migration governance. Today, migration is part of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs). The SDGs bring an opportunity to embrace a comprehensive approach to the links among development cooperation, migration and different sectors that have an impact on ‘development’. Several international efforts have been committed to the field of migration mainstreaming. In 2008, IOM started developing a Handbook on mainstreaming migration into development planning that was ultimately published in 2010 under the Global Migration Group (GMG) Chairmanship. The Handbook defined the concept of mainstreaming migration into development strategies as “the process of assessing the implications of migration on any actions planned in a development and poverty reduction strategy”. In 2011, the Swiss Chairmanship of the Global Forum on Migration and Development (GFMD) supported the concept and its operationalization, leading to pilot projects in 8 countries, to date, under the umbrella of the Swiss Development Cooperation (SDC)`s funded Global Programme on Mainstreaming Migration into Development Strategies, implemented by IOM in partnership with UNDP. IOM has furthermore developed Training Modules for governments on International Migration and Development. These have been rolled out throughout West and Central Africa, the Middle East, Central Asia, Eastern Europe and in some countries currently undertaking the process of mainstreaming migration into development planning. Guidelines on mainstreaming migration into National Adaptation Plans have also been developed jointly by the United Nations University and the Nansen Initiative. Similarly, the EU-SDC funded Joint Migration and Development Initiative (JMDI) have been building the capacities of local actors to understand and enhance the links between migration and development. Lately, the JMDI implementing partners, including UNDP, IOM and other Global Migration Group (GMG) entities, have joined forces to analyze the mechanisms, the actors and the parameters that are mobilized when migration is integrated into local policymaking. For the European Union, mainstreaming is not a new concept either – in fact this approach has been endorsed for mainstreaming climate change within international cooperation and development. In the case of migration, the need for mainstreaming has been reiterated in several instances. Most recently, the Agenda for Change considers the need for strengthening the development-migration nexus a key issue. The Agenda, furthermore, confirmed the EU priority sectors. Those will provide the basis for its mainstreaming efforts and will be further reviewed with the adoption of the 2017 European Consensus on Development. Building on these efforts, there however remains a pressing need to support the effective mainstreaming of migration into the international cooperation and development policy of the EU and other donors as well as to support the dialogue between donors and partner countries in the context of migration and development priorities. The guidelines to be produced by the present project would provide a necessary complement to already existing materials. They will provide the practical tools and indicators to translate the mainstreaming approach into the development policy (including funding strategies and programming processes).
- Description of the assignment
2.1 Main objective | The general objective of the assignment is to develop an assessment report that analyses existing approaches and lessons learned of the EU and other donors on mainstreaming migration into international development cooperation. The assessment will also identify the most relevant development sectors for mainstreaming migration, based on the priority sectors identified in the EU’s Agenda for Change. The report will be the basis for a set of recommendations on the structure, content and format of the guidelines and tools that are to be developed under this project.

2.2 Requested services
It is envisaged that the assignment will take around 50 working days. |
The consultant is envisaged to carry out the following activities:
1. Upon commencement of the assignment, in consultation with the IOM Project Team in Brussels, Belgium, develop a brief methodology for the activities and the steps to be taken, including proposed work schedule for the delivery of outputs/deliverables; 2. In close coordination with the IOM Project Team, participate in a kick-off meeting with EU DEVCO and relevant IOM thematic experts; 3. Prepare a desk research, including interviews with EU DEVCO and other relevant stakeholders and key informants (migration and development policy specialists, practitioners in the EU, other donors and partner countries, IOM internal experts, etc.) and transmit all reference materials, including interview transcripts and secondary sources collated, in an electronic format to the file sharing location identified by the IOM project team; 4. Develop a draft assessment report as detailed under 2.1; 5. Present the outcomes of the report to the Steering Committee during a one-day meeting which will be organised by the IOM Project Team and will take place in Brussels; 6. Incorporate the feedback of the IOM project team, the EU counterparts and other relevant parties into the final report to the full satisfaction of the IOM project team; 7. Provide the related deliverables (as per point 2.4 below and the agreed methodology) by the deadlines set in the work schedule. |
2.3 Deliverables | The consultant is required to provide IOM with the following deliverables:
– A brief methodology and work schedule, to be submitted 10 (ten) working days after the start of the assignment. – A compilation of reference materials collected in the course of the assessment in an electronic format. – An assessment report, as detailed under point 2.1, to be submitted in a draft form by the agreed upon deadline in the work schedule, and in a final form by no later than the end date of the assignment as per 2.4.
The above deliverables should be submitted to IOM in electronic version. All reports under this assignment will be written in English. |
2.4 Location and
duration |
It is envisaged that the assignment will take around 50 (fifty) working days.
The assignment is envisaged to start on 01/05/2017 and should be completed no later than 15/07/2017. Research will be home-based. The assignment will also include duty travels to Brussels, Belgium, Genève and Bern, Switzerland and other donor capitals as determined in the work plan. |
3. Consultants’ profile
- A Master’s or above university degree in social/political sciences, development studies, international relations, migration studies or another field related to the services;
- At least 10 years of professional experience in a field related to migration governance;
- Professional experience on the topics of migration and development and migration mainstreaming, firm knowledge on the latest evolutions in the migration and development discourse;
- Firm knowledge on EU and other donor international cooperation and development (including funding policies). Experience working directly with EU (DEVCO) and/or other donor institutions is highly desirable;
- Experience/knowledge on project cycle management and budget support is an asset;
- Proven experience in international settings;
- Strong research and analytical skills;
- Experience in liaising and communicating with stakeholders and national and/or international counterparts;
- Demonstrated ability to deliver quality work under tight timeframes;
- Excellent communication and report writing skills and fluent command of English. Knowledge of French will be an advantage.
