Cullen International announces a new fellowship in memory of Abigail Browne (1976-2015). The fellowship remembers Abigail’s life and recognises her work in the field of communications regulation, which had a particular focus on European countries outside the EU.
Objective
The aim of the fellowship is to promote the exchange of perspectives and best practices in the field of communications regulation among European states, including building on the EU’s common regulatory framework for electronic communications.
Subject
Candidates are therefore invited to submit their ideas for a research project to improve the understanding of communications regulation, contributing to the more efficient or effective regulation of the sector and/or the sharing of best practice (telecoms, media, digital economy, postal regulation and competition law).
Current areas of particular interest could include: the future development of the EU’s common regulatory framework for electronic communications; how different patterns of infrastructure investment affect competition and access regulation; the need for and benefits of a regionally harmonised regulatory approach; and the interaction of technology developments and regulation. However, other research topics are equally welcome so long as the research meets the fellowship criteria of improving the understanding of communications regulation and promoting the exchange of ideas and best practice.
Compensation & Timing
The successful candidate will receive a fellowship of €4.5K and be given the opportunity to work at Cullen International’s offices in Brussels for three months (or more depending on academic requirements) in the first half of 2017, with access to our extensive database of regulatory research. Travel and accommodation expenses will also be covered, in the amount of up to €3K.
Presentation of the research in September 2018
At the end of the fellowship period, the successful candidate would be expected to present his/her research findings to an invited audience of regulatory experts.
Candidate Requirements
The fellowship is open to anyone who will be under the age of 30 on December 31, 2017. Applications are particularly welcome from nationals of the CEPT member states that are not within the European Union.

- A two-page application providing an outline of the planned research area and a description of how the research will contribute to the promotion of the exchange of ideas and best practice in the field of communications regulation
- CV
- Proof that they meet the eligibility criteria, including age and nationality
