Finance and Events Officer, European Implementation Network

Background

The European Implementation Network (EIN) is a new non-governmental, member-based organization set up to champion the implementation of judgments of the European Court of Human Rights (ECtHR). A Director based in Strasbourg leads EIN. EIN activities are overseen by a Board, which is elected by EIN members.

The EIN’s mission is to build and strengthen the ability of lawyers, NGOs and applicants to access every part of the Council of Europe that can contribute to better implementation of these judgments; advocate for full implementation of particular cases; and to support more robust structures that facilitate implementation.

In order to advance its mission at this critical time in international and European affairs, EIN plans to undertake activities and initiatives ranging from supportive (information sharing, access, advice and technical support, capacity-building) to proactive (advocacy, new initiatives).

Current context

This is an exciting time to join a new and focused organization committed to protecting human rights in Europe. Among other developments, the EIN Director was hired in summer 2017 and is now engaged full-time in order to advance EIN activities further, including establishing the office, developing the first EIN annual programme of activities and engaging with respective Council of Europe entities and partners in support of the active EIN network across Europe.

In order to adequately support the office and the programme of work including a number of diverse activities in Strasbourg and in other European countries, EIN is now planning to strengthen its capacities initially on a part-time basis in the areas of financial management, event coordination and general office management.

Main tasks

Under the direct supervision of the EIN Director, the Officer will be expected to:

Financial management

  • Develop and monitor project budgets;
  • Prepare financial documents related to the reporting requirements of donors and the EIN Board;
  • Prepare monthly and other regular financial statements comparing expenditure with budget and prepare updated forecasts of expenditure;
  • Settle invoices and receipts and all other expense claims, allocating costs into the accounting system and by programme or project;
  • Communicate with social security and other relevant agencies to ensure payment of monthly salaries and employer and employee social security contributions;
  • Process and monitor credit card and other bank transactions and record petty cash transactions;
  • Assist in finalizing year-end and annual audits and financial closes.

Events coordination

  • Lead in undertaking the full cycle of venue, accommodation, travel, IT, hospitality and document preparation for various types of individual and group visits and events, including EIN briefings and training and other capacity-building events in Strasbourg and in other European cities;
  • Undertake requisite IT, document and other support for virtual meetings of the EIN General Assembly, Board and other governance- and management-related meetings, and any other support that may be required when such meetings take place in person in Strasbourg or in other European cities.

General office management

  • Support the efficient running of the office, including documentation management and filing, reception and hospitality, supplies, etc.;
  • Prepare general replies to emails and other correspondence;
  • Upload prepared texts and photos for the EIN website including the EIN Newsletter;
  • Help organize and keep track of the Director’s commitments and more generally provide overall support to the work of the Director;
  • Undertake other duties as may be required from time to time by the Director.

Qualifications and experience

Essential

  1. Undergraduate degree or relevant professional qualification / certificate.
  2. At least 3 years of relevant office experience with clearly defined and regular financial management tasks including the preparation of detailed budgets, financial statements and cost analyses.
  3. Excellent planning and organization skills relevant to realizing the successful organization of events in different cities with participants from different locations.
  4. Fluent written and spoken French and proficient written and spoken English.
  5. Well-honed computer skills including Excel and other Microsoft Office applications.

Desirable

  1. Experience with bookkeeping and accounting software such as QuickBooks or others.
  2. Knowledge of the Council of Europe.
  3. Experience working in a similar type of organization and / or for a director.
  4. Website management and / or online newsletter preparation experience.
  5. Knowledge of other European languages.

Assignment details

Location: Strasbourg, France

Reporting to: EIN Director

Contract: Part-time at 24 hours a week. Funding has been secured for the first 12 months of employment. Continued employment beyond the first 12 months is subject to further financing.

EIN expects flexibility in this position in order to be able to address an expected pattern of peak periods of work and also sudden and tight deadlines. EIN also offers flexibility – provided working days can be agreed in advance and all office-related tasks are fulfilled.

Salary: Up to €30,000 per annum pro rata, depending on qualifications and experience.
