Investment Coordinator (Analyst) at the Energy Charter Secretariat

The Energy Charter Secretariat, located in Brussels, is the administrative body responsible for facilitating the implementation of the Energy Charter Treaty (ECT) and further developing the Energy Charter Process under the supervision of the Energy Charter Conference.
To take up duties at the beginning of 2018, the Energy Charter Secretariat is inviting applications for the position of:
Investment Coordinator (Analyst)
in the office of the Assistant Secretary General and under the supervision of the Investment Experts, the Investment Coordinator (Analyst) will undertake examinations of the investment climate in the energy sectors of the member and observer countries, particularly those participating in the Energy Investment Risk Assessment (EIRA) initiative. As a main responsibility and as a continuation of the pilot project on Energy Investment Risk Assessment, the Investment Coordinator will assist the Secretariat in the preparation of a first public edition of the EIRA Report. He/she will deal with policy, legal and regulatory risks in the energy sector in terms of:
- conducting quantitative assessment of gathered information with respect to investment risks and investment policies;
- interpreting data, analysing results using statistical techniques;
- developing and implementing databases and other instruments in order to optimise statistical efficiency, quality and accessibility of data and information;
- identifying, evaluating and implementing internal and external services and tools to support data validation and presentation;
- locating and defining new process improvement opportunities and monitoring performance to identify improvements.
Knowledge of statistics and experience using statistical packages and databases for analysing and developing datasets is essential for this position. Educational background in statistics and economy will be an asset. Strong analytical skills with the ability to collect, organise, analyse, and disseminate significant amounts of information with attention to details, accuracy and accessibility are required for this position.
In addition to being acquainted with policy, legal and regulatory risks in the energy sector on the one hand and having skills in analytics/statistics on the other hand, he/she preferably has experience in the following fields:
- National energy policy issues;
- Energy market reforms;
- International cooperation and rules for the protection of foreign investments.
The successful candidate should have a degree in economics, statistics or energy engineering, and at least two years of relevant professional experience. Excellent oral and written communication skills in English and proven drafting ability are required. The capacity to work in a multinational environment, together with the ability to be a good team player, is important. In-depth knowledge of other languages, in particular Russian, would be an asset.
The post, at C4/C5 level on the Coordinated Organisations system, with an international remuneration package, will be offered on the basis of a one-year, fixed term contract with the possibility of renewal. The Energy Charter Secretariat is an equal opportunities employer.
