Overall purpose
To advise on and manage, under the supervision of the Team Leader, the implementation of projects and programmes of development assistance and of financial and technical cooperation with third countries in the field of Energy and Transport. To assist the Team Leader in coordinating the subsection’s activities, where required.
Functions and duties
+ POLICY ANALYSIS – Sector analysis, strategy formulation and programming
• Follow up on the energy/transport sector situation in Mozambique through analysis and presentation of relevant information.
• Coordinate and monitor, together with government institutions, activities financed by the EU under the specific Budget lines and the EDF.
• Prepare and follow up the necessary thematic studies, external evaluations and audits.
• Participate in the formulation of strategic and operational orientations for new interventions to be financed by the EU in the energy sector.
• To support policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders in all areas of concern.
+ INTERNAL COMMUNICATION (general) – Sectoral reporting to Headquarters
• Observe, monitor and report regularly and in timely fashion (including early warnings on potential disputes) to Headquarters on sectoral issues, as well as in response to any specific requests
• Prepare and update financial reporting, in particular in the common information system, and contribute to the Delegation’s EAMR.
+ PROGRAM / PROCESS / PROJECT MANAGEMENT – Delegation’s project cycle management
• Contribute to the programming, identification and appraisal in close cooperation with the beneficiary institution(s) in the host countr(y)(ies), if and when such programmes are decided in the programming process
• To contribute to all aspects of the procurement process (drafting TORs, launching tenders, etc.).
• To monitor ongoing projects, to attend management and monitoring meetings, to elaborate progress reports on projects and propose action if and when needed.
• Evaluate projects and act as Deputy Head of Section and give visa RESPOPE when required.
• To maintain contacts with other donors active in the host country.
• To give the “operational visa” on any document where required.
+ SPECIFIC PROJECT/PROCESS MANAGEMENT – Preparation and follow-up of calls for tender (assistance)
• Assist in launching, managing and monitoring calls for proposals, tenders, evaluation and selection of projects
• Ensure the follow-up of the implementation of projects and the performance of project managers and partners, monitor contractual obligations (via periodic reviews, audits, reporting and assistance, etc.) and gather and handle external expertise.
• Deal with horizontal activities, concertation and networking aspects of the programme and its projects
+ REPRESENTATION, NEGOTIATION and PARTICIPATION – Representation, Negotiation, Participation
• Maintain good and effective contacts with the local operators in the field, with the national authorities and institutions, with representatives of the diplomatic missions of the Member States, with representatives of the principal international donors, with NGOs and other local non-official actors.
• Participate in Sector Policy Dialogue.
• Prepare and assist in missions from Headquarters
+ EXTERNAL COMMUNICATION (general) – Communication relating to programme and projects
• Produce and disseminate the results of projects at workshops, seminars, conferences and other public events.
• Extract and disseminate best practices and facilitate exchange of experiences.
• Contribute to the production of publications.

Experience
Job-Related experience: at least 5 years
Qualifier: essential
At least 5 years related to the topic: management of infrastructures projects (roads, or other civil works, energy). A degree in civil engineer, industrial engineer or equivalent is an asset. Working experience in Africa and knowledge of EU procedures will also be considered as assets.
