THE GSA AND THE ACCOUNTING CORRESPONDENT FUNCTION
The European GNSS Agency (GSA) is responsible for the operations and service provision for the European Global Navigation Satellite Systems (GNSS) EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new high-technology industry development, leading to job creation and economic growth. These European flagship space programmes, which embody what can be achieved when Europe works together, are already bringing real benefits to people and business in Europe and around the world.
The GSA’s core mission is to ensure that European citizens get the most out of Europe’s satellite navigation programmes. The Agency does this by:
  • Designing and enabling services that fully respond to user needs, while continuously improving the European GNSS services and infrastructure
  • Managing the provision of services that ensure user satisfaction in the most cost efficient manner
  • Engaging market stakeholders to develop innovative and effective applications, value-added services and user technology that promote the achievement of full European GNSS adoption
  • Ensuring that European GNSS services and operations are thoroughly secure, safe and accessible
TASKS AND RESPONSIBILITIES
The Accounting Correspondent will act as an interface between the GSA, the Accounting Officer and his/her services (based in the European Commission, Directorate-General for Budget) and the accounting correspondents of the GSA’s funding Directorate-Generals (DGs).
He/she will also make sure that the accounting environment of the GSA is meticulously monitored by implementing a series of internal controls and procedures as required by the Financial Regulation, the GSA or the European Commission. The selected candidate is also expected to manage audit missions in the GSA, particularly the audit of the GSA’s annual accounts, by coordinating all involved parties in a fast and effective manner.
The Accounting Correspondent shall also support activities of the GSA administration as deemed necessary by its management.
The selected candidate will report to the Head of Administration (or his/her assignee).
The jobholder’s tasks and responsibilities will in principle include, without limitation and subject to adjustment by his/her reporting line:
  • Coordinating the accounting related financial reporting between the GSA, DG Budget, the funding DGs, the European Court of Auditors and, if applicable, GSA contractors
  • Managing GSA’s role within the year end activities, ensuring compliance with DG Budget’s instructions and a high-quality input
  • Setting up and keeping up to date, the accounting quality framework, including identifying processes, establishing monitoring mechanisms and developing appropriate key performance indicators
  • Monitoring and supervising the issuing of financial capacity assessments for third parties applying to the Agency’s procurement and grant procedures
  • Participating in the elaboration and tailoring of mechanisms to automate the accounting treatment of financial data, as well as regularly monitoring and reconciling the accounting environment
  • Gathering and reconciling operational data and initiating possible accounting adjustments, particularly within the closure and consolidation procedures
  • Producing and distributing the required reporting packages as well as maintaining proper archives, records and databases
  • Controlling the accounting and budgetary accounting ledgers, verifying the input of financial data in the ABAC/SAP systems, and working closely with the Finance Department in order to initiate corrective procedures aimed at aligning them
  • Work together with other departments on accounting-related queries
  • Managing audits and coordinating all involved parties in a fast and effective manner
  • Managing from an operational perspective the contracts for the provision of audit services for the annual accounts and the service level agreement between the GSA and DG Budget on the provision of accounting services
  • Providing operational information for the preparation of the annual accounts (e.g. explanation of variances) and reviewing the draft annual accounts prepared by DG Budget
  • Performing other tasks of or related to the accounting function or otherwise supporting the administrative function as necessary or request ed by the Head of Administration
