Functional area: Market Infrastructure and Payments
The Directorate General Market Infrastructure and Payments (DG/MIP) is responsible for all payment, clearing and settlement system-related activities of the European Central Bank (ECB). These comprise (i) the oversight of financial market infrastructures, (ii) the management of the Trans-European Automated Real-time Gross settlement Express Transfer system (TARGET2), (iii) the development and, thereafter, the operation of the TARGET2 Securities system (T2S) and (iv) the handling of market integration policy issues concerning retail payments.
Within DG/MIP, the Oversight Division is responsible for (i) defining payment system oversight policies and conducting the continuous oversight of TARGET2, EBA CLEARING’s EURO1 and STEP2 systems, and the Continuous Linked Settlement (CLS) system, (ii) creating the framework for Eurosystem oversight of securities clearing and settlement systems, (iii) assessing the safety of securities clearing and settlement systems, as well as of T2S, (iv) overseeing payment and securities quasi-systems (e.g. correspondent banking and custodian business), (v) contributing to the oversight of SWIFT and (vi) conducting technical oversight (including oversight requirements for the business continuity of payment, clearing and settlement systems).
The successful applicant will be entrusted with the following main tasks:
- managing large datasets;
- conducting econometric and computational analyses of proprietary oversight data; and
- defining, implementing and maintaining methods, models and software tools to analyse payment systems data.
The traineeship will be until 31 December 2014, with the possibility of a prolongation to 12 months in total.
