Job Mission

Under the authority of the Head of Office and the supervision of the Directorate General of Human Rights and Rule of Law (DG-I) of the Council of Europe, the Project Assistant will provide administrative support to the Project team during the implementation of the Project on Cybercrime in the Eastern Partnership Region (Cybercrime@EAP II).

Employment is limited to the duration of the project which is expected to end in October 2017.

Key Activities

The Project Assistant will perform the following tasks in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

– provide logistical and administrative assistance to the project team, and international and national experts, in the planning, organisation and follow-up of the project activities, in accordance with the project work plan;
– prepares and follows up on draft purchase orders, administrative arrangements and contracts;
– makes travel and accommodation arrangements, assists in the reimbursement of travel expenses in accordance with relevant procedures; verifies cost of missions;
– undertakes missions in support of project activities;
– follows project finances;
– supports the practical organisation of meetings;
– prepares the production and distribution of documents;
– prepares, records, verifies, keeps all kinds of data, files, documents, statistics, data bases, websites, information and documentation tools etc. for specific purpose or on request;
– receives, reviews and dispatches incoming correspondence, e-mails and fax messages;
– reports to the supervisor on activities in progress and if and when problems occur;
– shares information between management and staff;
– drafts and formats standard correspondence, memos files and presentations in accordance with instructions, organises file;
– assists in the editing of reports, reads and makes grammatical corrections of texts; checks translations;
– carries out other assignments under this project as necessary.

Eligibility Requirements

This local recruitment procedure is open to candidates resident in Romania.
Qualification: Completed secondary education followed by a vocational qualification in secretarial/administrative studies or similar.

Experience: At least two years’ relevant professional experience; experience of secretarial and administrative duties; experience in contributing to the implementation of international co-operation activities would be an advantage; planning and work organisation; ability to seek information; problem-solving; ability to work under pressure, deal with multiple tasks and respect deadlines.

Language requirements: Excellent knowledge of Romanian (mother tongue level); ability to express oneself, present and draft clearly, concisely and convincingly in English.

Nationality: The appointed candidate must be a national of a Council of Europe member State.

Age: Under 65 years of age at the closing date of the vacancy notice.

• Professional and technical competencies:

– Knowledge of the administrative procedures of the Council of Europe, notably concerning the drawing up and following up of contracts, invitation letters, service contracts, administrative arrangements and similar is an advantage;

– Planning and work organization;

– Information seeking;

– Problem-solving skills.

• ICT skills: very good computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet publications).

• Interpersonal skills: service and client orientation, team-work and co-operation. Demonstrated ability to work in a multicultural team. Ability to work under pressure and to deal with multiple tasks and respect deadlines.

• Personal attitudes: initiative and responsibility, willful and dynamic attitude, result orientation and sense of continuous improvement, concern for quality, efficiency and accuracy, adaptability, self-management and development, organisational alignment.

• Personal values: loyalty, discretion, professional conscientiousness, independence and confidence, respect for diversity.

Desirable:

• Professional and technical competencies: layout and language editing of reports would be an advantage.

• Communication and linguistic skills: knowledge of French or Russian would be an advantage.

The Organisation

The Council of Europe is a political organisation founded in 1949 in order to promote greater unity between its members. It now numbers 47 member States. The Organisation’s main aims are to promote democracy, human rights and the rule of law, and to develop common responses to political, social, cultural and legal challenges in its member States. Since 1989 it has integrated most of the countries of Central and Eastern Europe and supported them in their efforts to implement and consolidate their reforms.

The Council of Europe has its permanent headquarters in Strasbourg (France). By Statute, it has two constituent organs: the Committee of Ministers, composed of the member States’ Ministers for Foreign Affairs, and the Parliamentary Assembly, comprising delegations from the national parliaments. The Congress of Local and Regional Authorities of Europe represents the entities of local and regional self-government within the member States. The Council of Europe Offices (CoE Offices) are set up by decision of the Committee of Ministers. Their goals and way of functioning vary according to the specific mandate given to them. However, they all serve to facilitate, maintain and strengthen working relations between the Council of Europe and the national authorities (government and parliament), representatives of civil society, political parties, the media and members of the international community. Their activities allow the Council of Europe to influence legislative and other reforms, to provide expertise in the Organisation’s fields of competence and to develop effective training programmes. The CoE Offices co-ordinate initiatives with the UN, the OSCE and EU.
