Support Expert in VET on Apprenticeships and Work-based Learning

Job Description (duties, tasks, responsibilities)
Cedefop are looking to recruit a practitioner/researcher with a good background in apprenticeships and work-based learning.
This support expert will be involved in the everyday work of the Agency. S/he will work on trends and impact analysis relevant to the European cooperation processes in education and training (currently ‘ET 2020’ and the ‘Bruges Communiqué’) as key components of VET, lifelong learning and employment policies.
Under the supervision and guidance of an expert s/he will be working on specific tasks that include supporting analyses on:

the role of VET in equipping young people with those skills and competences needed for a sustainable integration into the labour market;

trends and characteristics of apprenticeships and work-based learning systems in order to contribute to Cedefop’s activities on quality apprenticeships and work-based learning while supporting the European Alliance for Apprenticeships and the implementation of the Youth Guarantee;
-
approaches and trends in adult and work-based learning, to inform how these can empower workers to better manage careers and multiple working-life transitions, thus improving employability and labour market integration.
Successful candidates are also expected to carry out the following tasks:

support the carrying out of studies and comparative analysis to further strengthen Cedefop’s capacity to provide evidence-based advice for policies and strategies in the field of VET and LLL;

contribute to drafting quality and scientifically robust reports and papers relevant to European VET and lifelong learning policies – notably as pursued by Cedefop’s key stakeholders, the European Commission, Member States and social partners;

support thematic cooperation between different Cedefop’s activities, working groups (e.g. peer learning activities) and stakeholders (European Commission, Member States, social partners, candidate countries);
-
organise, moderate and participate in meetings, working groups, conferences, and policy-learning activities in the areas of responsibility;

support stakeholders with information on the outcomes of Cedefop projects, as well as on current developments at European level;
-
contribute to managing public procurement procedures (with the technical support of the procurement service) including the drafting of technical specifications for calls for tenders, selection and evaluation of offers, negotiation of content-related and financial aspects, draft of order forms, follow up of deliverables;

support the steering and monitoring external contractors ensuring best performance;
-
keep up to date on developments in the area of expertise, including contacts with researchers and research organisations and participation in conferences;

support the promoting and disseminating of outcomes liaising closely with the European Commission, Member States and stakeholders at national and sectoral level;
-
ensure Cedefop’s internal communication, knowledge-sharing and planning and reporting processes.
Conditions of employment
The contract is for three years with the possibility of renewal. The successful candidate will undergo a probation period of 9 months.
The basic monthly salary for FG IV (13) (step 1) is approximately € 3170. The salary is subject to a salary weighting (currently 86.8%) and a Community tax deducted at source but which is exempt from national taxation.
