Employment Specialist
INTRODUCTION
The position is located in the ILO Decent Work Support Team for Eastern and Southern Africa and Country Office for South Africa, Botswana, Lesotho, Namibia and Swaziland (DWT/CO-Pretoria) in Pretoria. DWTs provide high quality. Timely and integrated support to country and area offices in the design and implementation of Decent Work Country Programmes (DWCPs) in response to their requests within the framework of outcome based work plans. This support includes technical and policy advice, information and analyses.
The Technical Specialist will provide policy advice and technical assistance to influence national policies aiming at ensuring that decent jobs are created in tackling the global challenge of unemployment with particular reference to youth and women unemployment.
The position will establish sub regional and country objectives, strategies and programmes for the sub region and countries covered and develop and technically backstop programmes and projects with employment and labour market related component. The position will also mainstream employment and labour markets in Decent Work Country Programmes in the countries covered by the DWT Pretoria.
The specialist will promote the inclusion of the employment agenda in the DWCPs in the countries covered. Furthermore the position will provide input into the Ouga +10 debate at a regional level as well as into the Millennium development Goals revision.
The incumbent will work under the direct supervision of and report directly to the DWT/CO Director. The incumbent receives technical guidance and support from the Employment Policy Department (EMPLOYMENT) in headquarters. S/he will work in close collaboration with other specialists in the DWT- Pretoria and with Country/Area Offices across the geographical responsibility of the DWT-Pretoria. The specialist will also work closely with the Employment specialists in the Dakar, Yaoundé and Cairo Offices.
Description of Duties
Specific duties
1. Provide technical input and policy advisory services to the ILO constituents and other national and regional institutions, e.g. SADC and EAC, in the field of employment with a particular emphasis on the creation of sustainable decent jobs. This includes the design and implementation of employment policies and employment creation initiatives that are consistent with ILO’s work at country and sub- and regional level and in so doing contribute to the reduction of high levels of unemployment.
2. Develop and co-ordinate the implementation of a sub-regional strategy on employment. Develop and implement joint partnerships and programmes with other UN agencies, development partners and international NGOs, particularly in relation to the promotion and implementation of National Development Plans with employment as a key priority and focus area.
3. Design, supervise and conduct relevant analytical and policy-oriented research on macro-economic and sectoral trends on employment at sub-regional and national levels that will serve as the basis for the formulation of relevant national employment strategies.
4. Formulate and promote employment and labour market strategies, policies or programmes, and provide technical inputs and policy advisory services on designing and implementing employment and labour market related strategies, policies and programmes to the governments, employers and workers organizations, SADC, the EAC and other relevant institutions.
5. Analyze and review national development plans and poverty reduction strategies from the perspective of promoting inclusive job rich growth and provide technical advice to integrate employment goals and strategies in these national development frameworks and to promote policy coherence.
6. Provide technical and high level support to directors of country/area offices and DWT specialists on the integration of employment priorities into their respective work programmes; to respond to the defined needs or the constituents as expressed in the DWCPs and on the development of the ILO’s knowledge base on employment in the region.
7. Build and maintain close relationships with governments, workers’ and employers’ organizations, UN organizations, research institutions and non-governmental organizations that are involved in the field of employment. Develop a roster of employment experts/consultants.
8. Design country level, bilateral or multilateral technical cooperation projects. Liaise with donors and potential partners with a view to securing TC resources and expanding the Office’s capacity to undertake various activities in the field of employment in the region; initiate/co-ordinate preparation of project proposals by the Pretoria Country Office and other country offices supported by the DWT.
9. Provide technical advice in the analysis of data from labour force surveys and labour market data from other surveys in collaboration with the Specialist in Labour Statistics, with special emphasis on using this data to enhance employment strategies and for training and building up analytical capacity. Contribute towards the annual Global Trends Reports, and annual biannual Key Indicators of Labour Markets with specific focus on employment.
10. Contribute to the implementation of the P&B outcome on employment and to the programming and implementation of the work plan for the creation of employment.
11. Undertake such other tasks and responsibilities as may be assigned by the DWT Director.
These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:
1. Design and promote a wide range of special subject-matter-related programmes. This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.
2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.
4. Formulate and submit project proposals and seek funding.
5. Evaluate the efficiency and effectiveness of the project activities.
6. Undertake technical advisory missions independently or in collaboration with Decent Work Teams.
7. Conduct seminars, workshops and technical meetings and training courses.
8. Prepare draft recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
9. Write manuals and training guides on related topics.
10. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
13. Participate in tripartite reviews on technical cooperation activities and international
meetings and conferences
