The Peace Support Fund (PSF) Secretariat is seeking to recruit a Programme Officer with international experience and an understanding of international project delivery, donor coordination and M&E standards to join the Secretariat. Suitably qualified international and Myanmar national professionals are encouraged to apply.
The PSF
The PSF was established in April 2014, with UK Department for International Development (DFID) funds, as a responsive funding mechanism to provide responsive support to demand-driven initiatives that contribute directly to the Myanmar peace process or to a reduction in intercommunal violence in Myanmar. The PSF supports state and national level consultations, workshops, distribution of peace related information and other initiatives that provide support for the peace process and the political dialogue. All projects are small-scale and tailored to increase the prospects for a sustainable peace in Myanmar and contribute to a reduction in emerging inter-communal violence. The Nordic International Support Foundation (NIS) provides the administrative and financial support to the PSF.
The Role
Reporting to the Director, the International Programme Officer will support the PSF team in ensuring the overall programme meets or exceeds international donor standards and support the Director in ensuring systems and management approaches are in accordance with international best practice donor principles. As such, the Programme Officer will be involved in mapping international donor activity in Myanmar, supporting PSF efforts to promote effective donor coordination, lead monitoring and reporting on the PSF programme as a whole, and be the main focal point for supporting M&E undertaken by international and local implementing partners. The Programme Officer will work closely with all members of the Secretariat and international and local implementing partners.
Main Responsibilities
• Take the lead on a project to map peace initiatives in Myanmar in collaboration with MIMU (http://www.themimu.info ).
• Peer review PSF project appraisals and implementation agreements to ensure international donor standards and precision is maintained across binding documentation.
• Contribute to the development of high quality systematic documentation of all PSF activities, including innovations and international best practices, unintended outcomes and programming opportunities.
• Contribute to ensuring project selection and governance management procedures are maintained to international best practice.
• Under the direction of the PSF Director, maintain oversight and reporting on the PSF programme as a whole.
• Coordinate, with input from implementing partners, monthly and quarterly progress reports for donors.
• As the PSF M&E focal point, produce and update relevant tools for M&E (including data collection, analysis, storage and reporting process), support local programme officers and implementing partners in ensuring strong reporting systems, and ensure these are in use according to deadlines and quality requirements.
• As the M&E focal point, ensure routines for M&E at different project levels, and collaborate with implementing partners to develop and implement constructive procedures and routines on M&E and risk assessment to international best practice within support fund activities.
• Ensure transparent processes of project selection and governance, including leading on baseline assessment prior to project initiation.
• Ensure and oversee that proper project reporting routines are implemented and followed in each funded activity to international standards.
• Provide secretariat services, as required/requested by donor representatives to support PSF contributions to international donor coordination.
• Represent the PSF in discussion with international implementing partners as required.
All PSF staff must adhere to NIS and PSF codes of conduct, handbooks, guidelines and policies.
Selection Criteria
• Masters of Peace and Conflict or equivalent qualification
• 3+ years of relevant professional work experience in an international environment, ideally with an international NGO or international donor agency
• A thorough understanding of international best practice conflict, aid and development principles including do no harm, conflict sensitivity and the Busan principles
• Experience of supporting donor coordination
• Experience living and working in a post-conflict or developing country context
• Excellent written and spoken English language skills – fluency in written and spoken English is a pre-requisite for the position
• Understanding of the Myanmar context and conflict desirable
