Senior Project Officer (Grade B5)

Job mission
Under the authority of the Head of Office and the direct supervision of the Directorate General of Human Rights and Rule of Law (DG I) of the Council of Europe in Strasbourg, the Senior Project Officer will carry out multiple assignments to help meet the overall and specific objectives for the implementation of the European Union/Council of Europe Joint Programme “Strengthening the efficiency of the justice system in Ukraine”.
Employment is limited to the duration of the Project which is expected to end on 31 December 2016.
Key activities
The Senior Project Officer will perform the following tasks in accordance with the Council of Europe’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
– prepare and organise the project activities, ensure their efficient implementation as well as follow-up and reporting as regards both thematic and logistical aspects under the EU/CoE Joint Programme Components: “Strengthening the efficiency of the judicial system in Ukraine according to the CEPEJ tools and methodology” and “Supporting the implementation of the Ukrainian Law on Bar and Practice of Law” in accordance with the Project’s work plan and in close co-operation with the national partners and stakeholders as well as international consultants;
– ensure all aspects of the organisation and delivery of the activities carried out under the project, including their coordination with all relevant stakeholders, report problems encountered, propose priorities and adjustments as necessary;
– ensure close budgetary follow-up of all activities and expenditures, in accordance with the Council of Europe rules and regulations;
– carry out the administrative and logistical support to implement the project;
– contribute to the drafting of project reports according to the European Union requirements in co-operation with the project team; update the Council of Europe Activities Database (CEAD); prepare and submit any other documentation and reports as needed;
– ensure the visibility of the CoE/EU Joint Programme;
– carry out other tasks as assigned by the supervisor related to the project’s implementation;
– undertake official journeys in connection with activities described above.
