Context:
Under the overall guidance of the Senior Regional Resource Management Officer (SRRMO) and the direct supervision of the Regional Resource Management Support Officer (RRMSO), the incumbent will be responsible for providing technical assistance to IOM missions worldwide (but in particular to IOM Greece and IOM Cyprus) in financial, budget and reporting management of EU funded projects.
Core Functions / Responsibilities:
- Provide technical assistance to IOM Country Offices (COs) on EU funding related financial and administrative subjects to ensure that IOM rules and procedures are consistently applied while also adhering to EC rules and regulations.
- Review, and, where necessary, assist with preparation of budgets and financial reports for EU projects centrally funded and provide compliance review in case of EU decentralized projects, when required, in strict coordination with the involved Country Offices, Regional Offices and IOM central services, as applicable.
- Monitor budget vs. actual financial data in relation to the implementation to the operational activities of assigned projects.
- Perform monitoring visits as and when assigned.
- Contribute to maintaining proper internal controls as well as ensure adhering to any applicable contractual, administrative and compliance related requirements.
- Assist in preparation of external verification/ audit exercises announced by the EU Institutions and other donors by assisting in the provision of information, revision of documentation and drafting of audit responses, as and when required.
- Provide supervisors with recommendations to enhance the quality of EU funded projects budget and financial reporting functions.
- Prepare request for payment for EU centrally funded projects and follow up on the collection or return of funds.
- Assist in the organization and delivery of training activities including preparation of materials, concerning the EU regulations and financial management for IOM staff whenever required.
- Participate in internal and external meetings as required.
- Perform other related duties as may be required.
Remote administrative support to IOM Country Offices in the European Economic Area
- Assist the COs assigned in maintaining accounting documentation, recording and reconciling expenditures, balances, payments and other data for day-to-day transactions.
- Assist in maintaining contacts with local authorities, partners and vendors on financial matters.
- Assist in developing budget proposals for projects considering office and/or donors requirements; assist in preparation of financial reports for the Missions’ projects according to donor relevant requirements and IOM rules and regulations.
- Assist in monitoring budget versus actual financial data in relation to the implementation of the Mission’s operational activities, as assigned.
- Informal translation of call for proposals and other documentation from/to the local language to/from English, as and when required (in particular IOM Greece and IOM Cyprus).
- Perform other related duties as may be required.

Education and Experience:
- a) Bachelor degree in Business Administration, Finance, Commerce or a related discipline. Master degree in related fields is highly desirable; b) Minimum 5 years of experience in business administration, accounting, financial reporting and budget tracking; c) Professional certification as Chartered Accountant or Certified Public Accountant is an advantage; d) Proven experience with EU funding instruments, financial management and reporting is a requirement; e) High level of computer literacy, in particular in Excel and computerized accounting systems. Knowledge of SAP is required; f) Familiarity with International Accounting Standards (IAS) is an asset; g) Ability to review a variety of data, identify and adjust data discrepancies.
Languages
Fluency in oral and written English and Greek is required. Knowledge of French is an advantage.
