The jobholder will be a financial officer who reports to the Head of Unit Operational Finance (R3). S/he will be part of a team of financial officers. S/he will be responsible for the administrative and financial tasks related to the preparation and implementation of grant agreements for the different programmes managed by the Agency (Unit R3).
Main duties:
Financial tasks
- Establish good working relationships and work with the colleagues from the unit and the operational units throughout the financial process and positively contribute to effective team work.
- Provide contractual and financial advice, in the first instance with regard to INEA projects implemented by the Agency.
- Participate to the evaluation of proposals and notably the verification of the financial capacity of applicants.
- Prepare the file for adoption of grant agreements with the selected beneficiaries.
- As Financial Initiating Agent, prepare payments, forecasts of revenue, recovery orders and commitments on the Agency’s operational budget lines ensuring that the transactions are financially and procedurally correct.
- Ensure the proper registration, maintenance and filing of documents.
- Ensure strict implementation of the Financial Regulation and related procedures.
- Contribute to horizontal tasks related to financial management of projects.
Monitoring and reporting
- Provide support to the financial monitoring and the reporting of the implementation of the grants.
- Provide assistance for “on-the-spot” control visits and audit missions and to the implementation of the ex-post audit results.
