The Operational Risk and Business Continuity Management (ORM/BCM) function is part of the Directorate General HR, Budget and Organisation of the European Central Bank (ECB). The function is responsible for developing and maintaining the ECB’s operational risk, business continuity and crisis management policy frameworks, and provides methodological advice and support to business areas on related matters. It supervises the implementation of the aforementioned frameworks and coordinates bank-wide risk assessment updates and risk acceptance requests, as well as business impact analysis and testing activities. From a holistic perspective, the function monitors and reports on the ECB’s risk situation, as well as incidents (including “near misses”). In addition, it organises crisis management exercises and supports the ECB’s crisis management teams in crisis situations.
The successful applicant will be entrusted with the following main tasks:
- contributing to the maintenance and further development of databases containing operational risk and business continuity information currently stored in Microsoft Access and Excel and SAP, and performing regular checks to ensure consistency of data across various reporting tools and databases;
- supporting the analysis of the status of risks and mitigation measures and presenting a graphical display of the current risk situation, potentially taking the lead in the development of the annual risk update templates under the supervision of a dedicated expert of the function;
- supporting the conduct and maintenance of the business impact analysis;
- maintaining the ECB’s recovery sites from an administrative and logistical perspective, taking care of the procurement, implementation and maintenance of business continuity and crisis management tools and related logistical arrangements;
- providing, as a member of the Crisis Management Support Team, active support to the Crisis Management and Business Continuity Teams, both during testing exercises and in the event of an incident or crisis;
- liaising with other business areas of the ECB on general ORM/BCM issues;
- contributing to the overall tasks of the function as required.
Qualifications and experience:
Applicants must have the following knowledge and competencies:
- a bachelor’s degree in business administration, risk management, finance, information technology, engineering or another relevant field;
- in addition, a minimum of one year and ideally two or more years of experience in the field of business continuity management and/or operational risk management or a relevant field (e.g. audit, banking supervision or information technology), preferably at an international financial institution;
- advanced command of English;
- a proven ability to draft reports and other documents in English;
- a moderate command of at least one other official language of the EU;
- a working knowledge of MS Office, including Word, Excel and PowerPoint;
- ideally, knowledge of document management systems such as OpenText Livelink;
- ideally, user knowledge of enterprise resource planning systems such as SAP.
