Policy Officer//(Employment) – European Youth Forum
REPLACEMENT MATERNITY LEAVE (4.5 months)
The European Youth Forum (YFJ) is the Platform of Youth Organisations in Europe. Independent, democratic and youth-led, it represents more than 90 National Youth Councils and International Youth Organisations from across the Continent. The Youth Forum works to empower young people to participate actively in society to improve their own lives, by representing and advocating their needs and interests and those of their organisations towards the European Institutions, the Council of Europe and the United Nations.
The Forum is recruiting a Policy Officer to cover maternity leave for a period of four months. The successful candidate will work in the Policy Development and Advocacy Department and will report to the Policy and Advocacy Coordinator for the related area. The Policy Officer work will focus on employment and social affairs.
Under the current Work Plan (2013-2014) of the European Youth Forum, the successful candidate will work in the field of Youth Employment. The following are the main priorities of the Youth Forum in the field of Employment under the Work Plan 2015-2016:
• Advocate for access and the right to quality jobs for all young people, ensuring a decent living while providing access to housing, credit, universal health care coverage and social protection.
• Advocate for better transition of young people to work, by ensuring the Youth Guarantee principle along with quality internships and apprenticeships.
• Build capacity to develop sustainable and fair economic and fiscal policies for young people, taking into account the macro-economic perspective, that support sustainable economic growth for the creation of quality jobs, solidarity, and a strong and supportive welfare state that enables their complete physical, social and mental well-being
PURPOSES OF THE POSITION:
• Co-ordinate, together with Youth Forum Members, advocacy actions aimed at promoting quality jobs for youth including proper monitoring and follow up of the main initiatives on this field at European level;
• Promote the European Youth Forum’s vision of quality jobs for young people in Europe to institutions, policy-makers and other stakeholders;
• Maintain and strengthen the European Youth Forum’s relations in the field of employment with the European institutions and strategic partners;
• Monitor employment, social affairs & economic governance policies at European and international levels,
TASKS
• Research and contribute to the development of the European Youth Forum’s policies in the field of employment and social affairs, particularly related to the Youth Guarantee and social protection;
• Strategically plan and implement advocacy actions and projects related to employment. Continue building the strong network with the various actors in the field of employment (youth NGOs, social partners, civil society and institutional partners such as the European Union institutions, the Council of Europe,)
• Monitor and report on developments in the field of employment, and provide information on this to the Board and Member Organisations
• Organise and run international events with a wide range of external partners
• Coordinate with Member Organisations the work of the Youth Forum’s Thematic Network on Job Creation, organising where necessary internal meetings with Youth Forum Member Organisations
• Represent the Youth Forum at international events on the topic of employment and social affairs
• Oversee budget lines which have been allocated to the working area;
• Draft policy documents, briefings, reports, working and strategy papers;
• Write content for internal and external European Youth Forum publications and other communication channels;
• Assist with other services provided by the European Youth Forum as necessary.

PROFILE OF THE IDEAL CANDIDATE
• A university degree in law, political science, social science or other relevant field is strongly desirable but can be compensated by extensive relevant NGO and/or non-formal education experience;
• Sensitivity to youth policy issues and a good knowledge of the different institutional partners with whom the YFJ works, such as the European Parliament , European Commission, Council of Europe and United Nations;
• Background and experience in employment policies is essential;
• Experience with youth work is preferable;
• Strategic thinking and advocacy capacity towards institutions and other partners;
• Ability to research, collate, analyse and summarise information;
• Experience with working in a multicultural environment;
SKILLS REQUIRED
• Very good organisational, written and verbal communication skills;
• Able to work under own initiative and as part of a team on a common project;
• Sociable and service oriented, at ease in a multicultural environment;
• Capacity to multi-task and coordinate several projects simultaneously, demonstrating excellent time management and organisational skills in stressful situations.
• Fluency in English and French and good writing skills in both languages.
• Computer literacy, with good working knowledge of word processing, e-mail and internet applications.
TERMS OF THE CONTRACT
The duration of the contract is 4.5 months. The contract is full time (35 hours per week) and the gross monthly salary (for a A4 position according to the Collective Bargaining Agreement currently applied at the European Youth Forum) is 2.754 Euros. A relocation package, hospitalisation insurance and other benefits are available. Travel expenses within the Brussels region are covered by the European Youth Forum.
