Overall purpose: Contribute towards the definition and implementation of EU policies concerning political and economic relations with Tajikistan and Central Asia.
Responsibilities:
- Monitor, analyse and follow-up on the political, socio-economic, trade, environmental, climate change situation in Tajikistan and any significant developments in Tajikistan and in Central Asia. Draft monthly political reports, weekly reports and ad hoc reports. Assist in drafting economic reports.
- Contribute towards the definition of EU policies concerning political and economic relations with Tajikistan, including human rights, border management, and energy and trade issues, in co-ordination with Member States, international organisations and/or other donors.
- Follow the implementation of the Partnership and Cooperation Agreement with Tajikistan, including assistance in the preparation of briefings, and the organisation and follow-up of the Joint Cooperation Council, the Cooperation Committee and other bilateral meetings.
- Maintain close working relations, coordination and contacts with relevant national authorities, political parties, media, civil society, EU Member States representatives, UN agencies and other relevant international donor / diplomatic organisations.
- Provide support for visits by Commission services, the EUSR, European Parliament delegations and, other EU Institutions. Prepare and assist missions from Headquarters or from Dushanbe.
- Represent the EU in meetings, conferences and donor roundtables concerning the areas of responsibility.
- Support to the Delegation’s visibility activities in the areas of responsibility.
- Conduct dialogues with all partners involved in the Partnership and Cooperation Agreement, co-operate with national authorities on political and economic reforms with a view to assist OPS section throughout the project cycle.
- Assist in the identification and programming of projects on political and economic issues
- Assist in the definition of cooperation priorities in specific areas of concern (e.g. human rights, non-state actors, border management, energy).
- Assist in evaluating calls for proposals.
- Assist in monitoring and evaluating projects.
Qualifications:
Formal education: University level education of at least 4 years (preferably degree in Political Sciences, Humanities, European studies): essential.
Experience: at least 4 years, preferably with an international organization. Experience in the Central Asia region or CIS countries is an advantage
Languages: excellent spoken and written skills in English, advanced reading and speaking level and basic writing skills in Russian; Tajik/Persian/Dari is an advantage.
The candidate must also have computer proficiency and sound knowledge of electronic information handling (MS Office or equivalent, E-mail Client, Internet browser). The candidate should be committed to quality, speed and accuracy and should have excellent inter-personal and organizational skills and be willing to occasionally work beyond normal working hours.
