Responsibilities
Project development and supervision: Identifies and leads the development of new chemical-related proposals to the Global Environment Facility (GEF); Identifies appropriate executing partners; Assists the Executing Agency to identify and mobilize resources for proposals; Ensures that project proposals meet UNEP and GEF quality-at-entry standards; Defends proposals through review process; Works with the Fund Management Officer to internalize projects upon GEF approval; Supervises and provides advice on project execution; Represents UNEP and the GEF on project steering committees; Monitors and reviews projects under implementation; Identifies projects at risk and provides recommendations for corrective actions; Liaises and cooperates with external project evaluations and ensures that recommendations are considered by execution teams; Ensures that project completion reports and financial reports are available upon completion of activities; Supervises and mentors junior professionals and general service staff.
Corporate policies and strategy related duties: Contributes to UNEP and GEF policies and strategies in relation to overall chemicals portfolio; Identifies opportunities to complement the UNEP Programme of Work with GEF-financed initiatives; Liaises with governments and the GEF; Represents UNEP on the GEFSec focal area task force; Provides regular substantive backstopping to UNEP senior colleagues and partners; Maintains portfolio records and contributes to UNEP and GEF information and knowledge management;
Other duties: Contributes to understanding of opportunities for GEF financed actions; Provides mentoring to divisional staff in relation to GEF priorities and procedures; Contributes to project data reconciliation; Other similar duties that may be required.
