Programme Officer – United Nations Environment Programme

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. 

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  The overall objective of the UNEP’s Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices specials and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the International Environmental Technology Centre (IETC) in Osaka, Japan, within the DTIE The IETC mandate is to encourage the use and the transfer of environmentally sound technologies to developing countries and countries with economies in transition, with a special focus on waste management (solid waste, liquid waste and air emissions).

Responsibilities

Under the general supervision of the Director, DTIE and the direct supervision of the director, IETC, the incumbent will carry out the following duties: 
1) Programme Development and Implementation: Assist the Director in conceptualizing, developing and implementing a strategy for waste management programmes in line with global, regional, national and local priorities; Propose and organize the preparation of draft project documents in support of achieving the objectives of the waste management programme and related sub-programmes on Integrated Waste Management (IWM), Industrial Waste Management and other emerging and re-emerging waste streams; Assist in developing and implementing a resource mobilization strategy; Liaise with other UNEP units, donors and member countries in identifying priorities and the provision of support for strengthening cooperation major activities under these sub-programmes. 
2) Technical cooperation: Provide technical assistance to governments and other bodies in the formulation and implementation of policies and programmes related to waste management improvements; Design, monitor, backstop and assess the implementation of technical cooperation programmes and projects; Undertake missions to member states, either alone or as a participant in a diverse team, in support of the work programme; Prepare global, regional, national or sectoral analysis that provide a basis for advising national governments on waste management issues. 
3) Meeting support: Provide substantive backstopping on waste management to intergovernmental bodies at various forums including the UNEP Governing Council/Global Ministerial Environment Forum; Organize, contribute to and/or conduct meetings, capacity building workshops, seminars and make presentations on related topics for government officials and others; Represent IETC at international, regional, national and local meetings. 4) General: Perform other duties assigned.
