The IOM Regional Office in Buenos Aires provides support to IOM offices in South America and works with governments and implements projects including in those countries where no office is present, such as Brazil; plans and coordinates activities and maintains liaison and partnerships with governments, development partners and civil society within the region; conducts research and publishes studies on migration issues in the region; provides technical support to governments to develop national migration frameworks and to strengthen migration management systems, particularly within the framework of the Latin American International Migration Cooperation Program (PLACMI) ; acts as the Technical Secretariat for the South American Conference on Migration (CSM); works with and provides technical support to sub-regional integration processes including, inter alia, the Andean Community of Nations (CAN) and the Southern Common Market (MERCOSUR); interacts with regional bodies including, inter alia, the Union of South American Nations (UNASUR) and the Community of Latin American and Caribbean States (CELAC); and liaises with multilateral institutions based in the region including, inter alia the Economic Commission for Latin America and the Caribbean, the Latin American and Caribbean Demographic Centre (CEPAL/CELADE), and the Latin American and Caribbean Economic System (SELA).
Context:
Under the direct supervision of the Regional Director for South America, the Regional Project Development Officer will identify IOM-relevant project opportunities, develop project proposals for Country Offices (CO) in the region and regional initiatives, and provide project and programme development support. The Regional Project Development Officer is also responsible for coordination and follow up of IOM regional technical cooperation initiatives particularly regarding the IOM Development Fund (IDF); supporting the development and implementation of integrated border management (IBM) in the region in coordination with Regional Thematic IBM Specialist for the Americas: supporting the Technical Secretariat of the South American Conference on Migration (SACM); liaising with regional integration groups and leading IOM Brazil portfolio management pending the set-up of an IOM office in the country. S/he will also act as the Senior/Technical Cooperation Specialist.
Core Functions / Responsibilities:
Project Development
1. Act as a resource person on project development within the region; keep abreast of the development of new IOM projects and funding opportunities. Coordinate with the Regional Knowledge Management Officer to ensure the creation of synergies on the identification of and follow up with project opportunities with the private sector and other innovative partners.
2. Develop and maintain contacts and networks with all COs, and where relevant national project developers, to identify resource capacities and gaps on project development and to provide support.
3. Identify IOM-relevant project opportunities based on national and regional needs and donor priorities in close coordination with the Regional Liaison and Policy Officer (RLPO) and the Regional Knowledge Management Officer, with inputs from COs, and under the thematic guidance of different Regional Thematic Specialists (RTSs).
4. Plan and organize aspects of new regional and country-specific programmes and projects with a special emphasis on regional synergies and cooperation. Monitor and backstop ongoing activities.
5. Inform national and regional strategy development in close collaboration with the RLPO and RTSs.
6. Support the conceptualization, development and design of CO projects in line with the IOM Constitution, IOM Strategy and the Organization’s policies, thematic guidelines and the IOM Project Handbook and any national and/or regional strategies and priorities.
7. Conceive and develop projects in countries where IOM does not have a CO.
8. Provide guidance to COs on inter-agency programme and project development with special reference to the UN and UN trust funds.
9. Provide general guidance and support on project development and management to COs in line with the IOM Project Handbook.
10. Assess training needs and coordinate training efforts on the IOM Project Handbook for IOM staff and key partners within the region.
11. Support RTSs in the development of regional thematic and multi-thematic proposals.
12. Act as a focal point in the region for the development and follow-up of IDF initiatives.
13. Act as a focal point for IBM initiatives, in coordination with the IBM RTS for the Americas.
14. Perform any other duties that may be assigned by the Regional Director.
Technical cooperation
South American Conference on Migration (SACM) Secretariat:
15. Support the SACM as part of its Technical Secretariat team in the development and execution of its work plan, including by generating and collecting knowledge, maintaining communication, ensuring information flow, and providing logistical support as needed.
16. Support the SACM in organizing preparatory/inter-sessional meetings as well as multi-stakeholder consultations.
17. Contribute to the organization of and reporting on preparatory/multi-sectoral consultations organized by SACM.
18. Draft and circulate appropriate background and issue papers for discussions at the SACM meetings.
19. Oversee SACM logistical assistance in preparation for meetings.
20. Attend consultations and provide summary reports of the proceedings of the SACM, including for publication on the web portal and for broader audiences.
21. Administer funds, when necessary as part of the SACM´s Technical Secretariat team related to SACM secretariat functions.
22. Promote SACM products such as conference deliberations, best practices and other tools.
IOM Brazil coordination
23. Represent IOM in the National Council of Immigration (Conselho Nacional de Imigração (CNIG)) as well as in interagency settings such as the United Nations Country Team and promote partnership building in Brazil.
24. Ensure effective support on migration issues at the request of the Government of Brazil in its efforts to address migration management challenges.
25. Oversee effective design and management of coherent and effective IOM programming and projects in Brazil, including the supervision of staff.
26. Continuously assess migration trends and political/socio-economic situation in Brazil to ensure IOM programming is relevant to country-specific priorities.
27. Advise the Regional Director on the country context, project development, and relations with stakeholders and counterparts on potential partnership modalities.
28. Advocate for IOM’s participation and contribution in areas that impact migration management.
29. Lead IOM’s programming in Brazil including maintaining close relationship with government counterparts, civil society organizations, academic partners and other stakeholders, pending the set-up of an IOM office in the country.
IOM support to regional processes and cooperation:
30. Assess migration trends and impacts as related to developments within the dialogue carried out in the Iberoamerican Network of Migration Authorities (RIAM) and advise on areas of support to the Regional Director RTs in the Regional Office for South America and the Regional Office for Central America, North America and the Caribbean.
31. Act as liaison and supervise all IOM interventions deriving from agreements between the Regional Office for South America and strategic partners such as the Alliance of the Pacific, the Organization of American States, and the Community of Latin American and Caribbean States and other inter-regional initiatives.
32. Perform such other duties as may be assigned.
