The European Union Agency for Fundamental Rights (FRA) is looking for a Senior Lawyer
The Administration department is responsible for supporting the operational work of the Agency, enhancing its ability to function as a best practice, knowledge-based, lean and service-oriented public body. The department Administration is composed of the following three sectors: Finance and Procurement, ICT and Facilities Services and Quality Management.
The Human Resources and Planning department (HRP) is responsible for ensuring the highest standards for the management and development of the Agency’s human resources. Furthermore, the department is responsible for ensuring the continuous development and implementation of the Agency’s planning instruments, as well as the monitoring and evaluation of the Agency’s work.
The jobholder will, under the supervision of the Head of Department Administration, and in close cooperation with Head of Department HRP and other staff, support the legal capacity of the Agency. The jobholder will cover areas of work undertaken by two departments in the Agency- Administration and Human Resources and Planning department.
The responsibilities of the jobholder will be to:
- Provide advice on all legal matters regarding all EU regulations and policies applicable to the Agency
- Provide procurement and legal advice ensuring that relevant legal, financial and procurement rules are respected
- Provide expert advice on legal matters related to the implementation of the Staff Regulations and the corresponding implementing rules
- Provide expert advice in matters related to rights and obligations of staff, including appeals
- Draft and oversee the correct implementation of the procurement and contracting processes and policies
- Ensuring procurement functions are exercised in accordance with relevant internal and/or EU financial and procurement regulations and monitor changes in EU legislation which arise from case law and legislation changes.
- Provide guidance and advice on the preparation and drafting of tender documents and contracts
- Participate in opening and evaluation committees and be responsible for the replies to external parties
- Provide expert advice in the development of agreements and memoranda with external parties
- Provide expert advice to the management and staff on specific work-related legal queries
- Provide legal advice on matters related to access to documents and handling of confidential information
- Liaise and consult with counterparts in other institutions and/or other Agencies
- Perform any other related tasks, as required.
