Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall and direct supervision of the Chief of Mission (CoM), and in close coordination with the Regional Thematic Specialists, the incumbent will assist in the implementation and coordination of the activities undertaken by the IOM Country Office for Belgium and Luxembourg.
In particular the incumbent will support the implementation and the coordination of the ERN 2016-2018 project on “Developing Innovative European Models for the Protection of Refugees and Providing Support to New Resettlement Countries”, co-managed by IOM and its partners ICMC and UNHCR.
On the other side, the incumbent will support the activities carried out in the framework of the programme “Skills2Work” implemented by 9 IOM country offices in 9 EU Member States under the overall strategic guidance of IOM Netherlands. This program aims at ensuring better conditions for early and successful labour market integration of the beneficiaries of international protection by improving the reception framework, enhancing capacities of relevant authorities, service providers and employers to facilitate early validation of competences and skill-based job-matching, as well as enabling access to information and services for skill recognition by the beneficiaries of international protection.
Core Functions / Responsibilities:
Within the ERN 2016-2018 project on “Developing Innovative European Models for the Protection of Refugees and Providing Support to New Resettlement Countries”, the incumbent will act as project assistant for the duration of the project and will undertake the following tasks
1. In close coordination with the CoM, liaise and coordinate with UNHCR and ICMC – including the set up and coordination of the regular working groups to steer the project;
2. In close coordination with the CoM, ensure the implementation of all activities related to the ERN 2016-2018 project;
3. Assist in liaising and coordinating with all EU MS resettlement practitioners and decision makers at governmental level and IOM missions involved in the project;
4. Support and implement awareness raising of the Organization on European Resettlement in Brussels;
5. Contribute to the update of the Resettlement – website/ online community of practice to support the online sharing of good practices;
6. Liaise with IOM missions on input for these meetings;
7. Assist in compiling the various reports throughout the project related to the EU MS current resettlement practices, project’s objectives and aims and recommendations;
8. Participate in resettlement meetings at EU level or bilateral;
9. Assist in the organization and coordination of pilot activities envisaged within the project according to the Plan of Action;
Within the Skills2Work project, under the overall programmatic and strategic guidance of IOM The Hague and the direct supervision of the CoM, the incumbent will undertake the following tasks:
1. Acting as national focal point for the project activities;
2. Support the project implementation by disseminating project materials;
3. Participate in project meetings;
4. Providing national input for the research: information collection, desktop research and contacts with national stakeholders according to predefined research plan and criteria for identification of best practices;
5. Assist in the organisation of 2 focus groups in support of the research:
a. Discuss and evaluate best practice regarding the validation of competences
b. Identify employers’ needs;
6. Assist in the Organisation of 1 pilot event;
7. Collect through interviews and partner referrals and draft 3 success stories of beneficiaries of international protection and their employers in Belgium for the final coordination and publication of 30 success stories by IOM NL;
8. Assist in facilitating the closing meeting of the project in Brussels;
9. Acting as Focal point for employer involvement
10. Any other duties as may be required
Required Qualifications and Experience
Education
• University degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with three years of relevant professional experience;
Or
• Completed High School degree from an accredited academic institution with five years of relevant professional experience.
Experience
• Relevant professional experience on migration programs including project implementation, planning, coordination and reporting;
• Demonstrated experience in the implementation of projects;
• Proven experience in establishing successful relations in the private sector;
• Knowledge of the national context;
• Excellent negotiation and communication skills;
• Ability to draft clearly and concisely in English and to edit reports;
• Experience in liaison with governmental/non-governmental bodies as well as with national and international institutions is an advantage;
• Experience in data research, collection and analysis is an asset;
• Experience in working in an international environment is an asset.
Languages
Fluency in English, French and Dutch is required.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.
