Programme/Project Officers and lawyers:
These temporary staff members ensure professional assistance to programmes, projects and/or activities in a number of technical or work fields (for example finance, legal affairs, ICT, communication, scientific assistance) in accordance with procedures, guidelines and priorities and with a concern for quality, efficiency and accuracy.
Candidates must have a general education to a standard equivalent to a full course of secondary education, preferably beyond (university degree an advantage) and/or appropriate professional experience. They must have a broad insight into several technical or work fields; have proven knowledge of methods, systems, and tools in a specific field as well as a broad knowledge of the activities and procedures of the Council of Europe.
They must have good computer skills in standard tools in office applications (word processing, spreadsheets, data bases, presentation software, outlook, internet/intranet publication) including specific software, and be capable of planning and work organisation, information-seeking, analytical thinking and problem-solving.
Excellent knowledge of one official language (English or French) and good knowledge of the other (in oral and written communication) is essential, with knowledge of other European languages an advantage.
Secretarial/Administrative Support Assistants:
Temporary administrative support assistants provide clerical and organisational support to a supervisor, work unit, team, programme or project in a variety of technical or work fields (eg secretarial, accounting, IT/web, archiving/documentation, proof reading, scientific) in compliance with general guidelines and priorities and with a concern for quality, efficiency and accuracy.
These persons must have the equivalent to a full course of secondary education, followed by a vocational qualification in their field (e.g. Higher National Diploma/HND or NVQ level 4 in the United Kingdom or an equivalent qualification obtained in other countries) as well as sound professional expertise and understanding of the activities and procedures of the Council of Europe.
They must have good computer skills in standard tools in office applications (word processing, spreadsheets, data bases, presentation software, outlook, internet/intranet publications) and be capable of planning and work organisation, information seeking and problem-solving.

Technical Services Personnel:
Eligibility Requirements
– nationality of a Council of Europe member state;
– aged under 65 at end of contract;
– has the required competencies described.
