The Delegation of the European Union (EU) in Jakarta is looking for a Local Agent group 1 to assist in ensuring – under the supervision of the Head of the Finance & Contracts Section – that the contractual and financial management of EU Cooperation and Development projects and programmes is carried out in line with the rules and regulations in force.
Employment will be under an unlimited period contract after a probation period of 3 (three) months.
Profile of the applicant:
- Have a university degree in Business Administration, Economics, Accounting/ Financial Management or in a similar field
- Having minimum 2 years’ work experience in either finance, accounting or project management
- Having minimum 2 years’ work experience in a multi-cultural environment
- Previous experience related to EU development assistance projects would be an advantage
- Have knowledge and understanding with contractual regulations, accounting and financial management
- Have knowledge and understanding of the functioning of the Indonesian Governmental Departments and Institutions
- Be service oriented and open minded as you will work in a multi-cultural environment
- Be fluent in English; other EU language would be an advantage
- Have excellent verbal and written communications skills
- Ability to work and share responsibility in a team, ability to set priorities and work under time pressure, ability to take initiative
- Analytical mind with problem solving capability and judgement
- Be computer literate (Microsoft Office applications and accounting applications)
Responsibilities:
- Assist the Project Managers in the EU Delegation and in Headquarters with legal, financial and operational advice throughout the life cycle of the programmes (programming, preparation, implementation and closure) to ensure their timely and correct implementation
- Assist in calls for proposals (grants) and calls for tenders (public procurement contracts)
- Manage contracts throughout their full life cycle
- Prepare, organise and provide training in contractual and financial procedures to colleagues and grant beneficiaries, and counterparts of the beneficiary countries
- Initiate all financial transactions related to the implementation of projects managed by the Delegation (commitments, payments, recoveries) and verify their accuracy and legality
- Assist in the preparation of financial reports and statistics
- Register, file and archive all financial documents and correspondence according the prevailing rule
- Perform field controls and audit and assist audits initiated by Headquarters
- Assist in the follow-up of audit reports and discharge procedure
