Core Functions / Responsibilities:
Under the direct supervision of the Chief of Mission, the incumbent implements and manages the movement operations unit. In particular, he/she will perform the following duties
- Supervise the work of the movement operations and airport staff, including work assignments and performance reviews ;
- In coordination and with the support or Resettlement Movement Management department in HQ’s (RMM), negotiate new local agreements with airline companies, ground transportation providers and travel agencies;
- Coordinate and implement the movement aspect of programmes handled by the Mission and make all necessary travel arrangements related to specific projects, ensuring the best possible rates are obtained; monitor and evaluate the entire operations business process and identify areas of improvement;
- Identify proper airline quotations and best transportation costs for the preparation of new projects and budgets with movement components;
- Co-ordinate and communicate information on all movement related activities implemented by CO Brussels towards internal and external partners; prepare reports, briefing materials, background information, narrative and statistical reports as required; update the Mission’s website;
- Implement the resettlement project to Belgium; participate in negotiations and discussions with the authorities, liaise with national and local government officials involved in the resettlement process, design the resettlement projects and budget proposals, do the liaison with other IOM Missions, coordinate the external communication regarding resettlement to Belgium;
- Implement and manage the family reunification programme, including flight bookings, liaison with IOM missions and partners;
- Supervise the transit assistance activities at Brussels Airport; ensure the correct follow up of visa waiver procedure with Immigration Office, and liaison with OSU in case of emergencies;
- Process and verify the airline invoices, reimbursements, claims of IOM Brussels movements according to the IOM procedures. Act as the i-GATOR focal point for movement operations staff and liaise between all related departments (AIS, DSU, i-GATOR Support Team, Finance Department);
- Provide bookings for staff and consultant travel for CO and RO Brussels and IOM Missions in the EU, not having booking capacity;
- Provide trainings in the Organisations system application tools (Amadeus, MiMOSAWeb and iGATOR) to all IOM Brussels staff and other IOM missions worldwide; at the request of RMM Department, conduct Safari trainings (Standard Airline Fares and Rates for IOM’ers);
- Undertake field visits to project sites and monitoring missions as required;
- Any translations in Dutch, English or French that may be required;
- Any other task that may be assigned.

Required Qualifications and Experience:
- Bachelor Degree in Social Science, Law, International Relations or another related field ;
- Minimum 2 years of relevant professional experience in refugee and migration related field;
- Excellent experience in movement operations;
- Experience in the usage of electronic tools such as Amadeus, MimosaWeb and iGator;
- Experience in liaising and negotiation with airlines, airport services and government authorities;
- Experience in supervising and training staff is desirable;
- Good drafting, writing and reporting skills
Languages
Fluency in oral and written English, French and Dutch is required
