Context:

Under the overall responsibility and guidance of the Head of the Policy & Programme Support Unit/Senior Regional Policy and Liaison Officer and the direct supervision of the Assistance to Vulnerable Migrants Regional Thematic Specialist, the incumbent will provide support to the Regional Thematic Support Team: Labour and Human Development Specialist/Regional Migrant Assistance Specialist (LHD/MAD RTSs).

Core Functions / Responsibilities:
1.Provide effective support to the daily work of the RTS team. If and when delegated by the RTSs extend support to country offices’ project development, primary review for approval for submission/endorsement, report reviewing, with a particular attention on the development, follow up and reporting on EU community actions and centrally funded/managed projects. The assistant should replace LHD/MAD RTS on this when and if required/delegated.
2.Support LHD/MAD RTSs in thematic knowledge sharing and regional knowledge management efforts, including through the participation in production and maintaining of knowledge management tools;
3.Support LHD/MAD RTSs in monitoring, and briefing on EU policy developments in the respective thematic areas;
4.Assist the LHD/MAD RTSs in collecting lessons learned and formulating good practices in the area of project implementation, monitoring and evaluation, systematic involvement of beneficiaries, external communication strategies, application of a gender perspective in projects and activities, to be shared with COs in the region;
5.Undertake research, and data collection on current migratory situation and future prospects and trends, relevant to IOM activities, in the EU and in third countries;
6.Assist in liaising with IOM Missions on projects, policy issues and matters related to project development and resource mobilisation, including assistance in submission of regional and multi-country programmes.
7.In the areas of LHD/MAD assist in identifying donors’ priorities, strategies and related funding opportunities at the European institutional level;
8.Assist with EU Policy review, drafting public information documents, website articles, feed-back, follow-up, statistics and reports on IOM activities, for internal and external distribution, including public and private EU partner institutions;
9.Assist in preparation/organizing information meetings/the visit of delegations in coordination with appropriate RO Brussels and country office colleagues (seminars, conferences: venue, agenda, meetings, draft reports, hotels, transports, meals, DSA, etc);
10.Provide administrative support to the RTS team; draft meetings reports and minutes; routine correspondence, type letters, reports, memoranda, faxes as well as IOM documents and forms related to IOM operational and administrative matters; support the IOM annual Migration Initiative compilation for the region.
11.Participate in meetings as required; perform such other duties as may be assigned.

Required Qualifications and Experience

Education
University Degree in European studies, international relations, political science, law, business administration with 3 years of relevant professional experience including direct experience with and exposure to the EU environment related to migration both in terms of liaison and resource mobilisation or administrative support;

Or
Completed high school degree from an accredited institution with 5 years of relevant professional experience including direct experience with and exposure to the EU environment related to migration both in terms of liaison and resource mobilisation or administrative support.

Experience
Good knowledge of the EU, its structure and funding mechanisms;
Demonstrated experience and knowledge on migration issues: counter-smuggling, counter-trafficking, assistance to vulnerable migrants especially Unaccompanied Migrant children and protection of children in the context of migration in general; integration of migrants and refugees in the EU;
Excellent writing, drafting, editing and reporting skills in English and French;
Very good organisational skills;

Languages

Fluency in English and French is required. Knowledge of Spanish is an asset.
